It is a Chevelle,those are spun aluminum "Moon" Disc's, which you usually see on Salt flat race cars because the air flows right past them,making the car more aerodynamic,but you don't see them on Muscle cars normally,you see them on Hot rods from the 1920's to 50's cars. they mount on the rim like a hub cap,the old ones mount with screws.

There called Moon Disc's,not something you see on a Muscle car,just Hot Rods,customs,and Bonneville cars.

Moon Eye's is the company that makes them,there often called Salt Disc's,They are made out of spun aluminum,go on the rim like a Hub cap. :)
